Mobile notification permissions now follow multiple rules

Notification permission on mobile is no longer a single “allow” box; it’s bound to multiple rules.

For example, if you got permission to show order status, you can’t use that permission to send ads. Permissions are separated by purpose, so you need to model which permission you’re asking for and why.
